g. Why did the collaboration begin? Head Start was only available to the children in our area if they were bused to a town that is 10 miles away.  There were also many children eligible for Head Start that weren’t being served due to transportation issues & just not enough slots.
h. How were partners selected? Kids Kingdom approached ERBA Head Start about working together to provide more services for the children enrolled in the center.
i. When there is a disagreement or conflict, how is it resolved with partners? As stated in our contract, we work it out at the center level first.  If that is not possible, a meeting our Head Start partner occurs.
j. When a decision has to be made about the collaboration, how is this done with partners? We meet together.
k. Explain how often reports & meetings are done/held: At the beginning of the collaboration, meetings were held monthly.  They are now held quarterly.  Minutes are kept on our meetings & reports are done, as needed for each program.

BRIEFLY describe your collaboration program’s social service delivery, if you have one, for example explain your crisis intervention and/or referral process(es): Contact the Case Manager or teacher & they contact the Family Advocate for a home visit referral.  Transportation is provided if the child needs to be seen by someone else.  A follow up visit is made.

16. List/describe any other program components included in the collaboration that are not described in items 12 and 15 (pages 3-4).

We have a parent/child lending library.  Parent can check out resources on parenting & children can check out educational books, toys or videos.  We also have about 6-8 parent educational meetings/year to enhance parenting skills.

17. Please describe how budgeting and cost sharing among funding sources is done. How do you decide how costs will be shared? What are the financial arrangements between partners?

The child care center receives $2/day/child & reimbursement for the teacher’s salary.  This money is used to pay a portion on the operating expenses & to fund the program (toys, food, supplies, etc..

18. Please explain how your collaboration is staffed. Include classroom and support staff and tell how this is changed/different from your regular program. Who funds the staff’s salaries? Who supervises the staff and who employs them? What salaries and benefits are offered collaboration staff and is this different from other staff?

We have a PreK teacher, a Head Start teacher, a child care teacher & 2 aides.  PreK funds the PreK teacher & aide, Head Start funds its teacher & child care funds its teacher & aide.  Kids Kingdom employs & supervises the staff, with ERBA Head Start having input into decisions.  The PreK teacher has a higher salary & benefits, however she also has a 4-year degree & certification.  The Head Start teacher’s salary follows ERBA Head Start’s salary chart, which is a little higher than child care, however she does not receive benefits.  The rest of the staff follow Kids Kingdom’s salary chart.  Using the ISBE grant, we were also able to use one of our Directors as a Parent Coordinator, a service she previously provided as part of her Director responsibilities.

Our Head Start agreement is annual.  It covers decision making procedures, hiring policies, problem solving, curriculum, transportation & financial agreements.

20. Please describe the training system for your collaboration. Include what kind of training is done, how costs are shared among funding sources and/or partners, and how it has changed since the collaboration began.

Head Start opens its training to our staff & if our staff attends training, the Head Start teacher also participates.  See the Kids Kingdom PreK profile for more information.

21. Please give any other details about your collaboration that you believe are important, but not covered elsewhere.

The blending of these funding streams & partnerships has made a vast improvement in this center.  We are able to provide a quality early childhood program & have been able to improve salaries for our employees, thus adding to the quality of our program through continuity of care.  We recently went through the NAEYC self-study process, have received our visit & are waiting on a reply from the commission.

22. If you could start your collaboration over again, knowing what you know now, what would you do differently?

Have more knowledge about the programs we are working with.  Know more about what each program’s regulations are, their strengths & weaknesses & how we can pull the best from all programs.

23. What advice do you have for agencies/homes starting new collaborations?

Meet often to begin with.  It is essential to build trust with your partners!
